Administration of winter service activities involves the planning and organization of many functions of road agencies and requires significant resources. Winter service is part of the operational strategy of Road Administrations. Winter service needs a lot of vehicles and personal. Road authorities often use contractors for operational winter maintenance. This session deals with contracting, planning, cost-beneits analysis and performance of contractors.
